
On July 15, tensions in the Strait of Hormuz once again captured market attention. Since the United States revoked Iran’s oil sales licenses and localized clashes erupted on July 8, the previously tentative short-term agreement has largely collapsed. Renewed geopolitical tensions have forced crude oil and energy chemical markets to reassess tangible supply-side pressures.
For China’s domestic polyolefin (PP/PE) market, the cost pass-through and shifts in supply-demand balance triggered by the latest geopolitical developments differ drastically from previous cycles.
1. Narrowed Window for Raw Material Restocking
During the brief period of unimpeded shipping through the strait and falling international crude prices in mid-to-late June, domestic refineries did not conduct large-scale concentrated inventory replenishment.
Latest customs data show China’s crude oil imports slumped 41.3% year-on-year in June. On one hand, domestic refining margins had remained persistently thin, prompting refineries to voluntarily cut operating rates to hedge risks. On the other hand, sluggish end-user demand for gasoline and diesel, coupled with naphtha substitution by coal-to-chemical production, further dampened refineries’ purchasing appetite.
With tensions flaring again on July 8, domestic refineries, already holding generally low crude oil inventories, face a second round of disrupted import channels, drastically shortening the available window for proactive stock replenishment.
2. Solid Cost Support and Delayed New Capacity Rollout
Unlike the first sudden outbreak of conflicts, repeated swings between tentative truces and breakdowns have sharply dampened market expectations for a near-term full de-escalation of geopolitical risks. This means logistical bottlenecks such as surging freight and insurance premiums will persist in the short run, translating into firm cost underpinnings for polyolefins.
On the production side, disrupted arrivals of feedstocks for independent refineries have suppressed operating rates at some facilities, tightening output of cracking feedstocks including naphtha and propane. More importantly, several new polyolefin plants scheduled to start up in August and the third quarter will likely face varying delays in official ignition and product output amid uncertain feedstock supply.
3. Supply-Demand Mismatch Likely to Surface Fully During Peak Season
Mid-July marks the lead-up to the traditional September-October peak stocking cycle for downstream sectors including packaging, agricultural film, automobiles and home appliances.
Prior to this, downstream processors maintained extremely low raw material inventories amid muted macroeconomic demand. Once seasonal rigid demand kicks in and manufacturers are forced to ramp up purchases, they will confront a market characterized by subdued domestic refinery operating rates, postponed new capacity launches and disrupted feedstock imports.
The prior low-import, low-inventory strategy has significantly reduced supply flexibility for domestic polyolefins amid renewed strait blockades. As the peak stocking period draws near, the polyolefin market is shifting from a demand-driven phase to one dominated by tight supply conditions.
